398 ہیں۔قادیان کے بارے میں اس کا پہلا نقطہ ہی یہ تھا It is the living centre of the world wide Ahmadiyya movement in Islam۔پھر لکھا ہے The Headquarters of the Ahmadiyya Community, an important religious section of Muslims having branches all over the world, is situated in the district of Gurdaspur۔احمد یہ جماعت کا مرکز ، جو کہ مسلمانوں کا ایک اہم حصہ ہیں، اور ان کی شاخیں پوری دنیا میں ہیں ضلع گورداسپور میں ہے۔اس میمورنڈم کے آغاز میں ہی یہ صاف ظاہر ہو جاتا ہے کہ جماعت احمدیہ نے قطعاًاپنے آپ کو مسلمانوں سے علیحدہ گروہ کے طور پر پیش نہیں کیا تھا بلکہ اپنے آپ کو مسلمانوں کے حصہ کے طور پر پیش کیا تھا اور اس وقت مسلم لیگ نے قطعاً اس کی تردید نہیں کی تھی۔اس وقت کانگرس کی طرف سے یہ موقف پیش کیا جا رہا تھا کہ گو بعض اضلاع میں مسلمان اکثریت میں ہیں مگر یہاں پر ہندوؤں اور سکھوں کے پاس جائیداد زیادہ ہے اس لیے ان اضلاع کو ہندوستان میں شامل کرنا چاہئے۔اس کے متعلق جماعت احمدیہ نے اپنے میمورنڈم میں یہ موقف بیان کیا If the idea of Pakistan was to give Muslims a chance to make up their losses in political and economic life and if this idea of division (which has been accepted by the British Government and the congress) is legitimate, then any attempt to partition the Muslims areas on the basis of property or superior economic status is to nullify the very idea of Pakistan, and will have to be rejected as fundamentally wrong۔
