ارشادات حضرت خلیفہ مسیح الخامس ایدہ اللہ تعالیٰ 187 مشعل راہ جلد پنجم حصہ دوم just see how important the Majlis-e-Shura is; he used to say that there is no Khilafat without consultation۔That's the holding of consultation in matters of consequences and important injunction of Islam and its binding on both spiritual and temporal chiefs and emirs۔Though they are not bound to accept that consultation as the word you have listened to the translation also that "when thou art determined then put thy trust in Allah"۔So the Khalifa must seek the advice of leading Muslims but the final decision always rests with him۔He is not bound to accept in full or in part the advice tended to him by the majority of them۔One may raise a question or raise an objection that if a Khalifa is not bound to act upon the advice of the majority what is the use of seeking advice then? Or, he may say that it is completely unwise for gathering a number of people spending a lot of money and just asking them to give their advice, give their opinion and then later reject totally or partially the whole of their opinion, so in this verse, the verse gives to the Khalifa the right to get advice if he is convinced, the reason is that if he is convinced that it is in the interest of religion or the community to do so۔Khalifa has the more pain and more knowledge about the community than any individual person۔So if he sees that it is in the interest of the community to reject the opinion he will do so because Khalifa does not reject the opinion of the members of Majlis-e-Shura on personal grounds or on personal interests۔And normally the opinions and advices of the members of Majlis-e-Shura is nearly normally welcomed۔It so happened sometimes that the Holy۔Prophet and after him his khulafa partially rejected the advice given by the majority or totally rejected the advice given by the majority of the members of the Jamaat of the
