نے لکھا:۔۔مسٹر ایم اے کر انڈکر (M۔A۔Karandikar) The committee later on converted itself into a Council of Action۔The agitation later on took an ugly turn resulting in the imposition of martial law and appointment of a commission of enquiry headed by Justice M۔Munir and Justice M۔R۔Kayani۔Their report is famous as the Munir Report۔The controversy is summarised in the Report: 'In am Islamic state or in Islam there is a fundamental distinction between the rights of Muslim and non-Muslim subjects and one distinction which may at once be mentioned is that the non-Muslims cannot be associated with the business of administration in the higher sphere۔Therefore, if the Ahmadis were not Muslims but Kafirs, they could not occupy any of the high offices in the state and as a deduction from the proposition two of the demands required the dismissal of Choudhary Zafrulla Khan and other Ahmadis who were occupying key positions in the State۔and the third required the declaration of Ahmadis as a non-Muslim minority۔' While giving their evidence, different ulama claimed that in the Islamic state, the non-Muslims 'would have no voice in the making of laws, no right to administer the law, no right to hold public office, no right to be employed in the army, judiciary, ministry or any post involving the reposing of confidence۔' When confronted with the question as to whether the Muslims should be treated in the same manner in India, Moududi and other ulama categorically stated that they had no objection if the Muslims were treated as mlechhas and shudras in India۔This was the Qurban theory in practice۔They were۔however, forthright enough to admit that a true Mussalman (as they understood the term) could not be a faithful citizen of any non-Muslim government۔Maulana Tajuddin Ansari stated that the Islamic ideology would not let them remain in India for a minute۔Maulana Abul Hasnat
