KHILAFAT-E-R A SHIDAH 109 the commands related to national acts of worship and national obligations. Worship and obligations are personal as well as national. For personal worship and obligations there is no need for an organization and they have nothing to do with the election of the leaders. By saying: “Obey Allah and obey the Messenger” after giving the injunction about the election of Am i rs, it is indicated that the purpose of the organization was to perform the national worship and obligations properly. After the organization is established, you should be engaged in activities to fulfill its purpose. Do not sit in your homes after establishing organization and put the entire burden on the Am i r. The election of the Am i rs is not to do the work but to get the work done. Therefore, when an Am i r is elected, you should devote yourself to carry out the national responsibilities. Therefore, it is said: (Al-Nis a ’, 4:60) That is, when you have elected the leaders then remember that there will be three authorities ruling over you. First the rule of Allah, second the rule of His Messenger, third the rule of the Am i r. However, it is added:
