103 3. The budget form, should reveal full income of people who obtained concession and reference should be given of the concession they have been granted. 4. Such concession is valid for one year. Fresh application will have to be submitted each year. 5. Members who have been granted concession in rate have the right to vote but they cannot be elected as office-bearers. 6. Application for concession must be sent through local Jam a ‘at with National Amir ’s recommendation to Wak a lat M a l London and should be addressed to Hadrat Khalifatul Masih. Such application cannot be withheld even if the national or local Jam a ‘at does not agree with the request. It, however, has the right to attach a note of disagreement. 7. Permission for paying arrears in instalments can be sought from Wak a lat M a l London, but the application must come through the local Jam a ‘at. (Those whose arrears have been pardoned, too, have the right to vote according to the regulations. ) Chanda Jalsa S a l a na 1. Members paying Chanda H i ss a A mad or Chanda ‘ A m are also required to pay 1/120 th of their annual income or 1/10 th of their monthly income as Chanda Jalsa S a l a na once a year. If someone has been granted concession in Chanda ‘ A m , he shall also be entitled to proportional concession in Chanda Jalsa S a l a na. No separate application is required. 2.
