198 Ā'ĪNA-E-KAMĀLĀT-E-ISLĀM―DĀFI‘UL-WASĀWIS والتاريتِ ذَرُوا فَالْخُلتِ وقراه فَالْجُرِيتِ يُسْرًا فَالْمُقَسَمَتِ أَمْرًا Meaning, God puts forward the testimony of the winds that separate the water vapor from the oceans and other waters as they should be separated. Then there is the testimony of airs which absorbs them like pregnant women. Then there is the testimony of the winds that carry the clouds to their goal. Then there is the testimony of the angels who work behind the scenes to activate all these functions and see them to their conclusion. This indicates that the winds have no power in them- selves to lift the vapours from the oceans and to convert them into clouds and to cause them to send down rain exactly where it is needed and thus administer matters. Angels function behind the scenes in this entire operation. In these verses, God Almighty first indicated, like philosophers, the cause of rain descending from the clouds and sets out how water becomes vapour and then becomes clouds, then in the last verse dis- so that no one should imagine that فَالْمُقَسمت آمران2 closed the reality the system of material causes and effects is adequate for the dispensa- tion of God. Rather, a system of spiritual causes is behind this physical system which supports this visible system. At another place it is said: وَالْمُرْسَلَتِ عُرُفًا فَالْعَصِفْتِ عَصْفًا وَالنُّشِرَاتِ نَشْرًا فَالْفَرِقْتِ فَرْقًا فَالْمُلْقِيتِ ذِكْرًا This means that God Almighty puts forth the testimony of the winds and angels which proceed slowly and then God Almighty puts forth the testimony of the winds and angels who proceed firmly and fast, and then God Almighty puts forth the testimony of the winds that raise the clouds, and the angels which are appointed over them, and the winds 1.
