Quranic injunctions and for their bearing on the constitutional responsibilities of the Pakistani State۔The elucidation of the concepts of sovereignty, legislation, interpretation etc۔, constitute a stimulating invitation to the reconstruction of Islamic political thought۔This part of the Court of Inquiry is of much more than local or ephemeral interest۔The Court has pleaded for a "bold re-orientation of Islam" if this sublime Faith is to be rid of "archaic incongruities" and to regain its vitality as a "world Idea"۔The Muslim mind has to be brought into proper relationship with the modern environment, if it is to be immunised against the forces of ignorance that can sway it in the holy name of religion۔The weak mental foundations of the community could not have been demonstrated more painfully than by the fact that the very people who had stubbornly opposed the very conception of the Islamic State claimed immediately after the establishment of Pakistan the right to build up the new State on Islamic patterns and were successful in imposing upon the people and causing bloodshed and destruction۔The report of the Court of Inquiry will naturally direct the thoughts of the people in various directions۔The evidence examined by the Court implicates many individuals, holding important places in different walks of life in serious charges۔The Inquiry has exposed those who provoked the disturbances; those who plotted them; those who demoralised the administration, abdicated before the forces of lawlessness, and poisoned and corrupted public life۔The country will naturally ask whether this colossal exposure will be the end of the matter۔Determined action is called for if this God-given State is not to remain a haven for "political brigands, adventurers and non-entities۔" This elaborate and incisive report is not labour lost۔"Chief Justice Muhammed Munir" by Nazir Hussain Chaudhri p۔221-222 Reserch Society of Pakistan, Lahore۔March 1973۔
