Today perhaps you feel inclined to laugh at those who doubt the value of certain controls on human actions in the interests of all. But when this question was first raised by Adam, it must have created a violent commotion in the human group addressed, with tempers rising and blood flowing in many cases. When Adam called upon his people to take to some sort of clothing, many unruly spirits must have raised a violent protest that the proposed measure involved intolerable interference with their freedom of thought and action. To overcome this strong opposition, Adam was taught to take his stand on a rational, social basis. "If you agree to live in the proposed ordered unit, called jannat, you will no longer be exposed to the pangs of hunger and thirst, nor have to suffer at the hands of inclement weather (20: 119-120)". Here is the earliest root of the functions of a state established on the basis of moral and social concepts - that it should work for the well-being of the people.
