But at that time the Government did not perceive the necessity of any such law, and its members failed to notice the increasing spread of the germs which on their first workings caught the attention of the Prophet of the time, and which in later years so much disturbed the peace of the country that after the lapse of full 10 years, in 1908, they compelled the Government to pass a law forbidding the followers of one faith to attack or be unreasonably harsh with their rivals.
