49 Hadrat Khalifatul Masih V at in Friday Sermon on January 9, 2004: "At the very beginning it should be made clear upon NAU MUB A ’‘ I N (New Ahmad i s ) that if in the beginning they do not or cannot pay Chanda at the prescribed rate, as they have not yet had the proper training, they should be asked to start paying Chanda Waqf-e-Jad i d or Chanda Ta h r i k-e-Jad i d. Soon they will get used to it and will even get pleasure out of paying Chanda. And they would also get worried, like many of us, who write in their letters that they are very much worried about their promise of Chanda Waqf-e-Jad i d or promise of Chanda Ta h r i k-e-Jad i d which we have to fulfill and the time is short. Please pray for us that we are able to fulfill our promise. As the promised Messiah as says, we should feel similar sympathy for the NAU MUB A ’‘ I N and should try to inculcate in them the habit of paying Chanda. They must be included in Waqf-e-Jad i d and Ta h r i k-e-Jad i d. " 9. The Local Funds which have been established to fulfil local requirements should not be included in the National Budget. It is a local fund which should be spent locally and should be recorded in the local Am a n a t. 10. The Chandas of An sa r , Khudd a m and Lajna are also local Am a n a t ; these too should not be included in the National Budget but should be recorded in the local Am a n a t in which their receipts and payments should be shown. There is a separate form for this purpose in the monthly financial statements. APPROVAL OF BUDGET 1. The budget will consist of the Chandas which members of the Jam a ‘at are expected to pay.
