159 (iii) The President of the local Jam a ‘at shall preside over the meetings of the local Jam a ‘at and the local Majlis-e-‘ A mila , but he shall not have the right to reject the majority opinion. Similarly, he shall not have the power to suspend a local office bearer. For this purpose, he shall require the approval of the National Am i r. (iv) He shall not have the power to suspend implementation of the decisions of a higher officer or a higher body. (Rule 396) FINANCE COMMITTEE 1. In order to exercise proper control over the finances of Jam a ‘at , a Finance Committee shall be constituted at the national level. (Rule 397) 2. The Finance Committee shall comprise five members including the Am i r who shall be its Chairman. The Secretary M a l and General Secretary of the National Jam a ‘at shall also be its member. The remaining two members shall be appointed by the Wak i l A‘l a Ta h r i k-e-Jad i d , on the recommendation of the Majlis-e-‘ A mila. The Secretary M a l shall be the Secretary of the Committee. (Rule 398) 3. The duties and functions of the Finance Committee shall be: (i) To recommend to the Majlis-e-‘ A mila ways and means for strengthening the finances of the Jam a ‘at. (ii) To exercise financial control over the expenditure of the Jam a ‘at according to the approved budget.
