You may have obseived that sometimes even a rich man will not spend so much money in hotels as a man accustomed to begging may spend. For such a man, money has no value at all. He begs and eats well, and that is that. . . . It is the safety of his hands that he wishes for, so that they can again be extended for begging. Such exactly becomes the psychological condition of these nations. They have adopted a false standard of life which bears no relation to reality. Outwardly, they appear prosperous, but their prosperity is based on begging. And this appearance of prosperity continues to beguile them. The hardships of poverty could have forced them to strive to stand on their own feet economically but they have done nothing. These hardships are only felt by that segment of the population which is helpless, and not at all by those who are in authority. That is to say, these nations are split into two sections. One section comprises of the few, called the 'upper class'. They are completely insensitive to the life of the poor and completely unaware of the plight of the poor languishing under their very eyes. Thus, those who suffer the agony and pain are powerless to cause any change for the better. They do not formulate the policies of the nation. While the brains and heads which make the policies are such that the perception of pain never penetrates them! This is the deep neivous disorder. Just as in the case of a person with a broken spine; the brain loses all feeling of the lower part of the body and fails to feel anything even if the foot is burnt - this is exactly the frightening affliction which affects countries of the Third world as a consequence of their habit of begging. THE CURSE OF MILITARY AID Now let us examine the case of military aid. Once you purchase expensive weapons, then the economic situation which has been mentioned earlier will further deteriorate. Since your national economy does not allow large purchases, you are forced to beg. This is what is happening nowadays. When you buy weapons from other nations, then along with the weapons arrive their military training personnel or your military personnel have to go to their countries to receive such training. All the spy networks of these foreign powers in the Third world countries are functioning mainly as a result of the exchange of such personnel. Moreover, as a direct consequence of 314
