234 allowances should not relate to their academic expertise rather on the number of family members, just as it was in the time of the Companions of the Holy Prophet (Peace and Blessings of Allah be upon him). Arrangement should be such that those who are married or have children should be given a greater allowance and those without a family should be paid less allowances. If a young man is about to get married, he should be given some help towards his marriage expenses. ” (Al Fazl 24 th November 1938 p. 9) The Financial State of the Devotees The life devotees were paid very minimal allowances; the description of this is presented here in the words of Hadrat Khalifatul Masih II ra : “It is my endeavour that one hundred such devotees are prepared in this Phase who in addition to having religious education, are also experts in other knowledge, are determined and careful in performing all tasks of the Movement and will display a model of sacrifice. For this reason in addition to educational expenses we will have to give these people allowances. The allowance is fixed at fifteen Rupees per head. Even if one is a graduate, he receives the same allowance he is given. It is such a meagre allowance that some orphans and needy receive similar stipend.
