119 the obligation to send five rupees as tithe here [to Qadian]. In order to arrange for this collection, the secretaries of the Ahmadiyya Anjumans in every village and town should start making registers wherein they should record all the items of jewellery and other items on which Zakat is obligatory, and make sure that the amount is collected regularly. In cases where a secretary is not available to do so, somebody else should arrange for the register. The Promised Messiah as has said that it is not obligatory to pay Zakat on the items of jewellery that are in regular use of a person; but if someone volunteers some contribution it would certainly be appreciated. One must pay Zakat on items not in regular use, and I have already directed the publishing of a detailed booklet covering all the rules and regulations regarding Zakat. It should be properly followed and put into practice. Benefits of Zakat The injunction of Zakat is indeed an unprecedented one and is one of the innumerable and extraordinary excellences of Islam. It is one that can truly and conclusively establish the glory of Islam over all other religions. Take Europe as the example, where two new groups have emerged recently. One of them is of the opinion that everyone should have the right to earn as much as he can and enjoy the fruit of his labour. The other one is of the view that wealth is generated only when everyone living in a country goes to work. For this reason, they say money should be taken away from those who have plenty of wealth at their disposal and should be distributed among the poor and the deprived so that they do not die of hunger, and the enterprise of the state does not suffer decline or recession.
