انوار العلوم جلد ۷ ۵۸۶ الموعود میں اِس وقت دو خطوط سُنا تا ہوں جن میں سے ایک لارڈ ولنگڈن کا ایک خط لارڈ ولنگڈن کے پرائیویٹ سیکرٹری کا ہے۔لوگ عام طور پر کہتے ہیں کہ کشمیریوں کو جو حقوق ملے ہیں وہ دوسروں کی کوشش کے نتیجہ میں ملے ہیں حالانکہ یہ حیح نہیں۔چنانچہ اس کے ثبوت کے طور پر میں یہ خط پیش کرتا ہوں جو لارڈ ولنگڈن کے پرائیویٹ سیکرٹری الکیوٹر آئیلے کا لکھا ہوا ہے۔اور ا ۳ /نومبر ۱۹۳۱ ء کا ہے۔وہ اپنے خط میں D۔O۔No۔10407 G۔M The Viceroy's House, New Delhi, 13th۔November 1931۔لکھتے ہیں۔Your Holiness His Excellency wishes me to thank you for your letter of the 7th November۔He regrets very much to learn that you are dissatisfied with his previous reply and feel that the efforts made by you and your community in the interests of peace in Kashmir have received scanty appreciation or attention from the Government of India۔His Excellancy is sure that this is due to some misunderstanding for it has certainly never been his intention to be liltle in any way the loyal assistance which your community is always ready to render to Government۔You will recognise, however, that in the internal affairs of an Indian State it is practically impossible for Government to insist upon the State dealing with any outside committee however wellintentioned and representative and the negotiations must take place, if the Ruler so desires, direct with the Government of India۔
