— Part II 226 The democratic slogan 'for the people' is an ambiguous expression. Nowhere has the Holy Quran used the phrase 'for the people' as applicable to democratically elected governments. In relation to their function the emphasis is on justice. According to this principle, the legislative process of a democratic country cannot encroach upon the rights of their citizens, no matter which political party they belong to. They must be granted the dignity of equally sharing their civic rights with all other citizens. To hold political majority does not empower the legislature to legislate against the fundamental rights of even a single individual. The excuse of sticking to the majority will is no excuse at all. To conclude, we quote the following verse of the Holy Quran which most comprehensively deals with this profound topic: Verily Allah commands you to make over the trusts to those entitled to them, and that, when you judge between men, you judge with justice.
