Conventionally it means to bend a sound of fathah to kasrah and the sound of long vowel 'alif to the sound of long vowel yā for example in English you say fast. Here the sound of f is straight and long. . If you say fable, here the sound of f is a bit inclined instead of being straight. This is 'imālah or inclination.
