New World Order 31 principle was being ignored. He claimed that, as the Germans were the most superior race at the moment, they were entitled to rule over other races. He explained that this involved no injustice or unfairness. It was universally admitted that man should rule beast, not beast man. So should a superior race rule and exploit inferior races rather than be subservient to them. The Germans accepted this theory with enthusiasm. 5 There are, in short, three rival movements at present which have as their objective the relief of poverty and the removal of poverty and privation. The first of these is Socialism which is gaining ground in the most powerful and advanced countries, the object of which is to admit the poorer sections to a gradually increasing share in power and to impose increasing State control over means of production. It also aims at raising the standard of life and the removal of want, by means of an increase in national wealth. This movement has been at work for some time in England, France and the USA, and there can be no doubt that it has brought about a certain amount of improvement and amelioration in the condition of
