Of Tadbir, on the other hand, the wires and strands, God, in His wisdom and discretion, has left in the hands of men. . Whenever a new order comes into being, at the hands of some Apostle and Prophet, the group of True Believers catches the meaning of the Divine Finger, as it moves in gesture, and they set their plans in motion, in conformity; and then both these movements combine, in effect, to produce a great change. .
