Ahmad as intended to send a memorial to the then Governor-General of India with the signatures of a number of Muslims so that the Governor-General might issue a special notification or pass a law to enforce the above suggestion by amending sect. 298 of the Indian Penal Code. The leaflet containing the proposal was sent as usual to prominent people under registered cover for their signatures. Muhammad Husain of Batala publicly approved of the suggestion and declared that he would do everything necessary for its enforcement provided Ahmad as had nothing to do with it. Other eminent persons like Tala tt uf Husain Dehlavi, Abu Muhammad, Abdul H aq (Editor, Tafs i r H aqq a n i ), Sh. Haji Abdur Ra hi m of Ambala, Maulaw i Muhammad Bashir of Bhopal and Sh. Husain Arab of Bhopal, appended their signatures and returned the papers to Ahmad as. He received very favourable replies from a large number of people of Peshawar, Hyderabad (Deccan), Bombay, Calcutta, Etawah, Aligarh, Madras, etc. He had received the signatures of 2,075 persons when he got the leaflet of Muhammad Husain on October 21st, 1895, requiring everbody to leave the matter in his hands.
