309 should keep in view the original dispute or difference between the parties. Matters unconnected with the dispute should not be raised or discussed in connection with the settlement. When both parties are finally ready to accept the settlement, it should be carried into effect without delay. The intervening states should not raise extraneous matters, such as an indemnity or compensation for the trouble occasioned to them or for the expenses incurred by them in connection with any action necessary to procure acceptance or enforcement of the settlement; nor should the intervening states seek any advantage for themselves out of the settlement. An award made or a settlement proposed by the intervening states in such case is described as “the command of Allah,” and refusal to accept it or to carry it out is described as “transgression” (49:10).
