In the distribution of human rights it does not keep in view the natural division of these rights. It has only one measure and one principle for all. But human rights are of diverse kinds. The preservation of some rights belongs to the government-the distribution of public posts and offices, the administration of justice, etc. In this sphere of rights the door to progress and prosperity should be open to all without distinction. But there are rights which a man possesses as his natural and inborn qualities and aptitudes, or which are the result of personal or individual effort. For instance, his diligence, qualities of the body, heart and bain, etc. In this sphere individual differences are bound to occur. .
