Members of the audience—whose names are listed below, and who had come purposely to consider and advise upon the proposal—unanimously resolved that the paper ought to be published immediately. Later, after ascertaining the intentions of the opponents, Board members should be appointed by the consent of both the parties, after which the proceedings can commence.
