The Gulf Crisis & The New World Order of the world, never to think of looking towards Israel with an evil eye. So you see the voice is the same, but as it falls differently on different ears, the mind deciphers it accordingly. Another aspect worth mentioning in this scenario is that even carnivorous animals, not on a hunting spree or fighting an enemy, look gentle and have a particular tame behaviour. Their paws are soft and velvety. Their fangs are hooded under fluffy lips. They live peacefully among themselves and do not look al other animals with greedy eyes. But when the time for the bunt comes, or they have to fight an enemy, then out of the same velvety feet emerge fierce claws, and out of the same soft lips appear terrible fangs that know no mercy. Therefore we too should take into account those times when people are recognized in their true colours. An Urdu Poet has mentioned the same in a beautiful couplet, when be says: ;£. Ll. 1 i L l,}. But, at least I was able to recognize the true face of some friends" Regardi ng the Arab friends of the Western world, we have to say with bitter a ng uish, that even if there is a hell let loose on the Islamic world, their friendships with the West remains unaffected and they do not recognize their true friends. This in short, is a summary of the background, and in this perspective I intend to place before you some other facts and to offer advice to different nations: THREE BASIC PRINCIPLES OF SECULAR POLITICS Since ancient times, secular politics bas adhered to three basic principles which are common to the East as well as the West. One cannot say that these are the basic principles of politics exclusive to the East or to the West but these principles are in vogue everywhere. They were the same in the past as they are today. The First Principle of secular politics is that whenever the tribal, racial or national interests of a nation clash with the principles of Justice, then give priority and precedence to tribal, group or national 281
