S. with ils latest high-tech, super accurate missiles, and that based on Jerusalem's advice that Saddam is a 'one man show', the U. S. had advised a plan to decapitate the Iraqi leadership -beginning with Saddam, his family, his personal guard and his mistress. Such targeting, Cheney was quick to point out, not only is political dynamite but also 'is potentially a violation' of a 1981 Executive Order si gn ed by President Ronald Reagan flatly banning any U. S. involvement in assassinations" This is not a statement made by an outside observer that there was a plan to kill President Saddam Hussein, his friends , family and other notables and that this is how they intended to solve this entire problem; but it was a statement from the U. S. Chief of Air Staff which does carry a lot of weight. The reaction of the U. S. administration following the statement, lo release the General of all duties, is quite extreme. However, there is no justification for such extreme reaction on this statement by the General. As a matter of fact, the whole world is aware that the U. S. has already invaded Libya and the prime target was the person of President Gaddafi. It is widely known that the U. S. law does not empower the American President to get somebody killed in another country, though such assassinations have been carried out as a common routine in the past. They call such murders as "covert operations" but when such covert actions become explicit and known to the public then it becomes a big crime. If the plans to kill foreign Heads of States is a crime, then the U. S. shoulders the greatest responsibility for that. Another element is that this entire operation is being conducted in the name of the United Nations, whereas, the fact of the matter is that the votes of many countries have been purchased. Many countries have been subjected to immense political pressure while others have been tempted for future U. S favours. Actually this is entirely a U. S. stage drama. 3 The Time October I, 1990 237
