۱۷۳ جريدة "سيفيل آند ملتري غازيت" ليطلع عليها القرّاء، بهدف أن يتبع كل إنسان الأمر الذي نال إعجاب الحكومة السامية. لقد كنت عقدت في قاديان اجتماعا بقصد أن أرغب الناس في أن يقبلوا قلبا وقالبا التوجيهات التي نشرتها الحكومة عن الطاعون، وكنت أوصيت جماعتي كلها، وفي هذا الخصوص وصلتني هذه الرسالة، وأتوقع أن يتصرف بقية المسلمين الأشراف أيضًا بحسبها بعد الاطلاع عليها، وهي: No. 213.
