A pproaching the West—32 Administrative Structure of the A ḥ madiyya Khil ā fat Administratively, the Khal ī fah heads various departments of the organization, such as education (Ta‘l ī m), and moral training (Tarbiyat), preaching (Tabsh ī r), propagation of Isl ā m through missionary work (Tabl ī gh), finance (M ā l), public relations (Am ū r-i-Kh ā rija), social services (Am ū r-i- ‘ Ā mma), publications (Ta ṣ n ī f), and system of arbitration (Qa ḍā ). The Khal ī fah presides over meetings of an Advisory Consultative Council (Majlis-i—Mush ā warat) which discusses and approves the Annual Budget as well. The A ḥ madiyya Khil ā fat gives utmost importance to the consultation process between elected leaders and representatives of the Community. The institution of Mush ā warat is vitally important process under Khil ā fat. The A ḥ madiyya Jam ā ‘at owns its own satellite TV channels that work hours, 7 days a week, throughout the year, broadcasting multiple programs on international level in several languages, including Arabic and Urdu. The Khal ī fah leads the five daily prayers wherever he may be. His Friday sermons (Jumu‘ah Khutbahs) are relayed through satellite TV with simultaneous translations in various languages. To conclude, I submit that though the political Khil ā fat is a desirable concept for the present day Muslims of the world, but the current diversity of political systems within Isl ā mic countries, and the sectarian division and mutual hatred among the Muslims will not allow a unified government that would be able to forcefully impose Isl ā mic Shar ī ‘ah.
